What is Sound Speed?
Back in the days of tape recorders, audio (and video) needs roughly one second to get up-to-speed physically, no matter whether it's 24, 25 or 30 frames per second. So when the Assistant Director cues "Roll Sound!", he will have to wait for the Sound Mixer to reply "Sound Speed!" before his next cue ("Roll Camera!"). I like the term Sound Speed because it means everything is set and sound is rolling.
